The Canada Digital Adoption Program (CDAP) was a federal government initiative that helped Canadian small and medium-sized businesses embrace digital technologies — including artificial intelligence, cloud computing, e-commerce, and data analytics. Administered by Innovation, Science and Economic Development Canada (ISED), CDAP was one of the most accessible entry points for businesses looking to modernize their operations with government support before its closure in February 2024.

What Is CDAP?

CDAP was launched as part of Budget 2021 with a total allocation of $4 billion over four years. The program has two streams:

  • Boost Your Business Technology (Stream 1) — provides a grant of up to $15,000 to develop a digital adoption plan with a certified digital advisor, plus access to a $100,000 interest-free BDC loan to implement that plan. This stream targets businesses with 1–499 employees and $500K–$100M in annual revenue.
  • Grow Your Business Online (Stream 2) — provides micro-grants of up to $2,400 and e-commerce training for smaller businesses looking to establish or improve their online presence. This stream is administered through partner organizations.

Most SMBs looking to adopt AI will engage with Stream 1, which provides the larger grant and loan combination. The rest of this guide focuses on Stream 1.

Program Status: Permanently Closed

CDAP is permanently closed

CDAP stopped accepting new applications on February 19, 2024. The program is permanently closed and will not reopen. Existing applications that were submitted before the closure have been processed. Who Is Eligible for CDAP?

CDAP Stream 1 is designed for established Canadian SMBs. To qualify, your business must meet all of the following criteria:

  • Canadian-owned — at least 51% owned by Canadian citizens or permanent residents
  • 1 to 499 full-time equivalent employees
  • Annual revenue between $500,000 and $100 million — based on the most recent fiscal year
  • Incorporated or registered as a Canadian partnership — sole proprietorships, non-profits, and charities are not eligible

The $15,000 Grant: What It Covers

The CDAP grant — up to $15,000 — covers the cost of working with a certified digital advisor to develop your digital adoption plan. This is a non-repayable grant, meaning you do not pay it back. The grant funds are paid directly to cover the advisor engagement.

The digital adoption plan itself is a comprehensive document that typically includes:

  • An assessment of your current digital maturity across operations, customer experience, data management, and cybersecurity
  • Specific technology recommendations tailored to your industry and business size — including AI tools, cloud platforms, and automation software
  • A phased implementation roadmap with timelines, cost estimates, and expected outcomes
  • Training and change management recommendations for your team

The $100,000 BDC Loan: How It Works

After completing your digital adoption plan, you can apply for an interest-free loan of up to $100,000 through the Business Development Bank of Canada (BDC) to implement the technologies identified in your plan. Key details:

  • Interest rate: 0% — the federal government covers the interest cost for the life of the loan
  • Repayment: 5 years — structured in regular installments over the loan term
  • Use of funds restricted — the loan must be used for technology adoption activities outlined in your digital plan (software, hardware, implementation services)
  • Optional — you can complete CDAP and receive the $15,000 grant without taking the loan

The BDC loan is a separate application. Having a well-documented digital adoption plan with clear cost estimates and ROI projections significantly strengthens your loan application.

Working with a Digital Advisor

Once your CDAP application is approved, ISED matches you with a certified digital advisor from their approved roster. The advisor is a third-party consultant — not a government employee — who works with you to develop the digital adoption plan.

  • Advisors are matched based on your industry, location, and digital goals
  • You typically have a choice of 2–3 advisors and can select the one that best fits your needs
  • The engagement usually involves 3–5 working sessions over several weeks, covering discovery, analysis, and plan development
  • The government covers up to $15,000 of the advisor fee — most engagements fall within this funded ceiling

The quality of your digital adoption plan depends heavily on the advisor relationship. Be prepared to share detailed information about your operations, pain points, and strategic goals. The more open you are, the more actionable the plan.

Who Benefits Most from CDAP?

CDAP is specifically designed for businesses that are early in their digital transformation journey. The program delivers the highest value for:

  • Traditional industries — manufacturing, construction, agriculture, food processing, retail, and professional services firms that rely on manual processes and legacy systems
  • Businesses with 20–200 employees — large enough to have significant operational complexity but small enough that technology adoption feels daunting without guidance
  • Companies that know they need to digitize but do not know where to start — the digital advisor process is designed precisely for this situation
  • Businesses looking to adopt AI for the first time — chatbots for customer service, predictive analytics for inventory, AI-powered quality control, automated document processing

CDAP is not designed for tech companies building AI products — that is what IRAP and SR&ED are for.

Stacking CDAP with Other Programs

CDAP can be combined with other Canadian funding programs, as long as you do not use multiple programs to fund the same expense. Here is how stacking typically works:

Frequently Asked Questions

Can I apply if my business is a franchise?

Franchisees may be eligible if they are independently incorporated in Canada and meet all other eligibility criteria. The franchise must be a separate legal entity, not a branch or division of the parent company. Verify with ISED for your specific situation.

Do I have to take the BDC loan?

No. The BDC loan is entirely optional. You can complete the digital adoption plan, receive the $15,000 grant, and choose not to apply for the loan. Many businesses find the plan itself is valuable enough without additional borrowing.

Can I choose any digital advisor?

You select from the CDAP-approved roster of advisors. You cannot bring your own consultant and have them funded through CDAP. However, you typically have a choice of 2–3 matched advisors and can review their profiles before choosing.

What if my application was submitted before the intake pause?

Applications submitted before the pause are still being processed by ISED. If you have an existing application, log in to the CDAP portal to check your status.

Is the $15,000 grant taxable?

Government grants are generally considered taxable income for businesses in Canada. Consult your accountant for advice specific to your situation.
